‘Kapcai rule hurts the low-income, cripples small businesses’



Federal Territories Minister Tengku Adnan Mansor’s proposal to ban lower-powered motorcycles from entering the Kuala Lumpur city centre proves that the BN government’s policies burden the people, said PKR communications director Fahmi Fadzil.
“This proposal at a time of dampened economy, rising price of petrol and the Goods and Services Tax, and an incomplete door-to-door public transport network, is irrational, irresponsible and uncoordinated,” Fahmi said in a statement.
He was responding to Tengku Adnan who was reported to have said that the government might ban ‘kapcai’ motorcycles (50 to 150cc) from downtown Kuala Lumpur to reduce carbon emissions.
Fahmi said the ban would hurt motorcycle sales, which now stands at more than 500,000 units a year, and small businesses which rely on motorcycle courier delivery services daily.
Youths, especially those from lower to middle income backgrounds, will be adversely affected as kapcai motorcycles are the main mode of transport.
“I urge Tengku Adnan and the Kuala Lumpur City Hall to hold a town hall meeting with the public before making any important decisions which has large impact on the lives of KLites.
“Through the town hall meeting, he will be able to gauge public reactions and reduce frequency of uttering immature statements like this in the future,” Fahmi said.
Tengku Adnan was quoted by mStar as saying that the government is looking at banning kapcai motorcycles from the city centre when public transport fares are more affordable.

While he acknowledged that kapcai motorcycles are predominantly used by the lower income group, he said many capital cities already have such a ban in place.
However, Deputy Transport Minister Abdul Aziz Kaprawi said it is better to place stricter rules on motorcycle carbon emissions.
Abdul Aziz added that lorries and buses are worse offenders when it comes to emissions, The Star Online reported.- Mkini
