Action will be taken against organiser if Bersih 4 goes on, say police

He says action will be taken against those behind Bersih 4 if the rally proceeds this weekend. – The Malaysian Insider pic by Seth Akmal, August 26, 2015.Police today warned electoral reform group Bersih 2.0 that action will be taken against them if they decide to proceed with the Bersih 4 rally as it has been classified as unlawful.
Dang Wangi police chief ACP Zainol Samah said despite being told at a meeting that the rally was unlawful, the organiser was adamant on proceeding with their plan to assemble in the vicinity of Dataran Merdeka.
"It was the second meeting with the organiser where we listened to them about their plan on the rally. We also told them why the rally is unlawful.
He said the organiser was also informed that the police were not against the right of individuals to gather under Article 10 of the Federal Constitution but that there were limitations to the right.
"The Federal Constitution gives the right to assemble peacefully but it is still within necessary limitation. The freedom to assemble is not an ultimate right," he added.
The police also advised the public not to attend the rally.
"We would also like to remind that young children should not be involved in the rally as it is against the law under Section 20(1)(c) of the Peaceful Assembly Act," he said.
Zainol was coy when asked whether arrests will be made soon to stop the rally from proceeding.
"It all depends on the situation," he said.
He also said that police will be monitoring the crowd at the rally.
Bersih 4 rally is going to be held for a total of 34 hours, beginning from 2pm this Saturday until the end of Sunday, which is the eve of Merdeka, to demand institutional reforms and also the resignation of Prime Minister Datuk Seri Najib Razak.
Several major roads will be closed in stages starting today for the National Day 2015 rehearsals and celebration at Dataran Merdeka.
Kuala Lumpur traffic police chief ACP Mohd Nadzri Hussain said yesterday that the roads would be closed from 6am.
The affected roads include Jalan Rakyat (Jalan Travers)/Jalan Damansara (National Museum), Jalan Mahameru/Jalan Damansara (Carcosa), Jalan Mahameru/Jalan Damansara (National Museum Exit), Hishamuddin Roundabout/Jalan Lembah (National Mosque), Jalan Perdana/Jalan Lembah, Jalan Kinabalu/Hishamuddin Roundabout (Dayabumi), Jalan Kinabalu/Jalan Hishamuddin (Bukit Aman Exit), and Jalan Lembah/Jalan
Cenderasari.
Other roads affected are Leboh Pasar Besar/Jalan Hang Kasturi, Leboh Ampang/Jalan Tun Perak, Jalan Dang Wangi/Jalan Tuanku Abdul Rahman, Jalan Kuching/Dato Onn Roundabout, Jalan Kinabalu/Dato Onn Roundabout, Jalan Tuanku Abdul Rahman/Jalan Raja (Dataran Merdeka), Jalan Hishamuddin/Jalan Raja (Dataran Merdeka), Jalan Parlimen/Dato Onn Roundabout (Kuala Lumpur City Hall), Jalan Dato Onn/Jalan Raja (Royal Selangor Club) and Jalan Mahkamah Persekutuan.
Nadzri said only vehicles that have special stickers will be allowed entry to the Dataran Merdeka area via the Dato Onn Roundabout-Jalan Gereja and have to be parked in the parking lot under Dataran Merdeka.
