"I will be transparent, like GST, I will give it back to the people," he said when launching a low-cost housing project in Melana Indah, Johor Baru.
"If we have extra revenue, I will include it in the next budget. We will use it for the people. That's our concept," he said.
The 6% GST replaced the sales and service tax in April this year, and Najib urged the people not to be influenced by criticism against the tax.
"Don't listen to any parties… 156 countries have GST, how can it be wrong?"he said.
"I know the complaints about GST. GST is basically good, just the implementation needs to be better. I will consider that," he said.
The GST at 6% was implemented on April 1 despite objections from the opposition and civil society, who said that the tax added to the people's burden.
Since it took effect, there has been confusion in some sectors, such as the telecommunications industry over charges for prepaid reload cards.
Najib's administration too has been under fire by critics for implementing the GST without tackling leaks and wastage in the public delivery system. He has also been criticised for handing out cash aid through BR1M.
Chief among his critics was former prime minister Tun Dr Mahathir Mohamad who has called for his resignation.
However, Najib had defiantly insisted that he would not bow to pressure for him to step down as prime minister, saying that he will remain in the job with support from Umno and trust from the people.
