Diplomatic aide’s extradition process to NZ already started, says report

The New Zealand government has started the process of extraditing Muhammad Rizalman Ismail, the Malaysian diplomatic aide in Wellington who is facing charges of sexually assaulting a woman last May.
A New Zealand foreign ministry spokesman was quoted by the New Zealand Herald as saying that the first step in the process to bring Rizalman back to Wellington to face charges had begun in July, with both governments sharing documents "and working through technically complex legal arrangements".
"The ministry is satisfied progress is being made and appreciates the ongoing co-operation of the Malaysian government," the paper quoted an official as saying, adding that the absence of an extradition treaty between the two countries meant that the process was more complex.
Rizalman's release and return to Malaysia after invoking diplomatic immunity in New Zealand sparked an outrage in the country.
Following his return, Rizalman was warded for psychiatric tests at the Tuanku Mizan Military Hospital in Kuala Lumpur.
The father of four had allegedly followed 21-year-old Tania Billingsley from a bus stop to her Brooklyn house, before breaking in and undressing himself. The woman claimed she fought him off as neighbours went to her aid.
It was reported that Rizalman later waited outside her house for police to show up.
Meanwhile, the daily also spoke to Billingsley's grandmonther, who said the family was frustrated over the delay to bring Rizalman to face charges.
Patricia Billingsley said the family had given up hope and stopped talking about the subject.
"It's not spoken of now, it's been too hurtful. They don't like to talk about it now," she told the Herald.
