One person has been arrested over the nudist event. – The Malaysian Insider pic, August 10, 2014.The Penang government has hit back at Barisan Nasional (BN) for exploiting the recent illegal nudist event held at a public beach in the Penang National Park.
Chief Minister Lim Guan Eng today said the state was being implicated although it had no control over the National Park Advisory Council, the statutory authority that controls and manages the park.
“It is self-contradictory and ridiculous for Penang Barisan Nasional chairman Teng Chang Yeow to blame the state government for trying to wash our hands off the nudist camp issue at Teluk Kampi in the Penang National Park, when we have no final decision-making powers related to the park,” Lim said in a statement.
The event came to light after a video showing a group participating in the so-called "Penang Nude Sports Games", believed to be at Teluk Kampi beach in the park, went viral on social media.
Teng had told reporters yesterday that Lim was inaccurate and irresponsible in stating that the park was outside the state’s jurisdiction.
Teng said the membership of the council and the Penang National Park Committee included the state secretary. Three other representatives can also be nominated by the state to the council under Section 5 of the National Parks Act 1980.
Penang Umno chairman Datuk Zainal Abidin Osman had on August 7 also asked if the individuals felt “free and unafraid” to have the event in Penang because the state was under a DAP-led government.
Lim, who is DAP secretary-general, responded today that the state has chosen not to politicise the incident although a former Gerakan Wanita leader was said to be one of the participants.
“However, even though the state government has not brought up the involvement of a former Gerakan leader in the nudist camp, nor blamed the federal government, Teng has decided to exploit the issue politically by blaming the state government,” Lim said.
“Teng is wrong because the chairman of the National Park Advisory Council is the secretary-general of the Natural Resources and Environment Ministry and a majority of the members of the council are appointed by the federal government.”
The park is managed by the Wildlife and National Parks Department (Perhilitan), which comes under the ministry.
Describing Teng’s assertion as ”perverse logic”, Lim asked whether the Penang Development Corporation (PDC) came under the control of the federal government just because it could appoint three representatives on the PDC’s board of directors that was chaired by the chief minister.
“That is why on any matter related to PDC, the state government assumes full responsibility and does not blame the federal government,” he said.

Police in Penang have identified 15 men and women who allegedly participated in the event.
Thus far, one person, a 34-year-old private music teacher from Penang, has been arrested.
Besides Malaysians and Singaporeans, the group included two Myanmar, a Filipino and an Indian national.
