MH17 victims’ bodies used as bargaining chip, says Ukrainian paper

Separatists controlling the area where wreckage and bodies of the downed Malaysia Airlines flight MH17 are scattered will only give investigators access to the crash site if Ukraine agrees to a truce, Ukrainian newspaper KyivPost reported.
In a move seen as using the bodies as hostage, Andre Purgin, a senior leader of the self-declared Donetsk People’s Republic, was quoted as saying that pro-Russian separatists “will guarantee the safety of international experts on the scene as soon as Kiev concludes a ceasefire agreement".
The bodies have been transported in refrigerated train cars bound for an undisclosed location, which lends credence to the claim they were being used as a bargaining chip.
In the past few days, shelling has continued in the area as the Ukrainian army pushed forward with its anti-terrorism operation.
Both President Barack Obama and President Vladimir Putin have called for an immediate ceasefire in eastern Ukraine following news of the downed Boeing 777-200, which was bound for Kuala Lumpur, when it was shot down by a ground-to-air missile over eastern Ukraine.

A new ceasefire would ensure a halt to peripheral fighting, allowing international investigators safe access to the area.
The report noted, however, that ceasefires have failed Ukraine twice in the last two months, where on both occasions, the ceasefire lasted 10 days and allowed rebels to consolidate forces for future confrontations.
Factionalism between separatist forces meant that it was impossible to get all fighters to adhere to the terms of the agreement.

The report said that given all these, there was little appetite in Kiev for a break in the fighting, and why the government was refusing to negotiate with separatists.
